About Cocker (founded by Jerome)
Cocker finds live federal opportunities for US small businesses, checks the fit, shows the notice and the reasoning, and prepares a submission-ready bid pack when you want to proceed. It is a private commercial service of Harmony Living Ltd. It is not a government programme, and it is not affiliated with SAM.gov, SBA, GSA, or any federal agency.
Why I built this
I’m Jerome, a serial founder with a background in commercial product launches. I know the cost of spotting an opening too late, or seeing a good idea held up by the work needed to get it out the door.
Inside big product launches I have lived the version that hurts most: a strong idea stuck behind board packs, supply chain, and brand sign-off while a faster competitor shipped something weaker and took the moment. The concept was better. The process was slower. The window closed anyway.
I have seen the same pattern with retail listing windows and in businesses I have built since I started as a teenager. For a small business, federal opportunities can be easy to miss and demanding to respond to. That is why I built Cocker: to make the search more focused and the preparation more manageable, with a founder-led review of the work.
Founder-led bid preparation and quality review
Cocker is not the government, and we do not promise awards or certify compliance. We identify one named live opportunity that appears relevant to your business, review the notice and fit, then prepare a PDF and editable DOCX pack with one revision. AI can assist drafting, but human review is a separate step: reviewing the notice, the fit and the pack, and flagging questions you need to answer. You verify all business-specific claims and solicitation requirements, supply what only you can supply, and submit. Very large or complex multi-volume RFPs may sit outside this focused engagement; we assess scope at intake.
